Jabatan Bomba dan Penyelamat Malaysia Modernises Fleet with 30 New FRTUnits, Signals Shift in Procurement Strategy

The delivery of 30 new Fire Rescue Tender (FRT) units to the Jabatan Bombadan Penyelamat Malaysia (JBPM) is more than a routine fleet renewal exerciseas it represents a notable shift in how specialised commercial vehicles are beingprocured, deployed and integrated into Malaysia's emergency response ecosystem.Valued at approximately RM60 million, the new FRTs replace fire engines thathave been in service for over two decades. For JBPM, reliability and dependabilitydirectly affect life-saving outcomes. In this particular case, the move underscoresthe growing importance of lifecycle management in government fleets. Ageingassets not only drive-up maintenance costs, but also limit operational efficiency.Accordingly, it can be seen as a case study of an issue familiar to any commercialvehicle operator.

From an industry perspective, theprocurement stands out for its adoptionof a Public-Private-People Partnership(4P) model. This approach departsfrom conventional government tenderprocesses by emphasising fasterdelivery timelines and improved costefficiency. For the truck suppliers andbodybuilders, it signals a potentialshift towards more agile procurement

frameworks.

Equally significant is the internationaldimension of the deal. The FRT unitswere delivered through a Malaysia-China collaboration, reflecting deeperbilateral ties and opening the door forincreased participation of foreign OEMsand specialised vehicle manufacturersin Malaysia's emergency and municipal

vehicle segments.Supplyingthevehicles is Kapar-based R&AMarketing,which is a market leader in the Chinesetruck segment.

On the ground, the operational impactis immediate. The new FRTs are beingdistributed across multiple states, withpriority given to stations still operatinglegacy units. This targeted deploymentstrategy mirrors best practices in fleetoptimisation whereby a dispersedorganisation is allocating newer, higher-capability assets where demand andrisk profiles are highest.

The base vehicles are Sitrak G5, withEURO V engines, boasting a 6.9L enginewith 330 Hp. Features to be highlightedare the G5-M long cab, which comes withup and down/ front and back adjustablesteering wheel, electronic automatic airconditioning, rollover sleeper, double lockstructure safety belt and seating capacityof 2+2+4. The new-generation FRTs areunderstood to feature improved pumpingcapacity, enhanced onboard systemsand better crew ergonomics. Theseenhancements align with global trends infirefighting vehicles, where safety, speedof deployment and multifunctionality areincreasingly critical.

For the broader commercial vehicleindustry, the JBPM acquisition highlightsseveral key trends: the rising importanceof specialised vehicle segments, theinfluence of international partnerships,and the government's willingnessto explore alternative procurementmodels.
