Sinotruk Forms a Joint Venture in Kazakhstan to Produce 10,000 CVs Annually

China’s Sinotruk and local partners have established a joint venture in Kazakhstan that plans to produce 10,000 commercial vehicles per year, including HOWO trucks, according to the official website of the Prime Minister of Kazakhstan.

The agreement was signed on Aug 12 in a ceremony attended by Roman Sklyar, Kazakhstan’s First Deputy Prime Minister. The joint venture, named Saran Machinery Ltd., is supported by the Kazakh government and the Karaganda Region as part of the country’s industrial cooperation plan.

The new factory in Saran will serve as a key hub for commercial vehicle production in Kazakhstan. It will feature modern production facilities, including the country’s first electrophoretic metal treatment line, which provides corrosion protection to extend vehicle lifespan.

Sklyar said the company emphasizes local production and plans to use galvanized steel parts from Qarmet Metallurgical Plant. “This will make full use of local materials and allow production to be completed in Kazakhstan,” he said.

Sinotruk has previously collaborated with local partners in Kazakhstan, laying the groundwork for the joint venture.

The project is expected to create up to 1,000 jobs and increase local content in vehicle manufacturing. Equipment for chassis and cabin assembly is scheduled for delivery in October 2025, while painting and welding equipment is expected in the second quarter of 2026, with support from the Kazakhstan Industrial Development Fund.
