Nikolai Setzer, head of Conti's passenger and light truck division, said the project had been postponed by about a year, but construction was restarted toward the end of 2009 and much of the factory shell is complete. The factory initially was scheduled to go on line by 2010, with an initial annual capacity of 1 million passenger tires, growing to 4 million units per year. The facility will employ more than 1,100 at full capacity.

Conti said at the time that the plant would focus on Continental brand premium tires.
